Heat 1 tablespoon ghee in a saucepan over medium heat. Add 1½ cups rinsed basmati rice and stir to coat until the grains look glossy, about 1 minute. Add a pinch of crumbled saffron (optional), ½ teaspoon turmeric, ½ teaspoon salt, and 2½ cups vegetable broth. Bring to a boil, cover, reduce heat, and simmer 18–20 minutes until the liquid is absorbed — rice can be slightly firm; it finishes in the oven.

Meanwhile, heat 2 tablespoons ghee in a large skillet over medium-high until shimmering. Sauté 1 large thinly sliced onion about 5 minutes until soft and golden at the edges.

Stir in 1 tablespoon grated ginger, 1½ teaspoons ground cumin, 1½ teaspoons ground coriander, ½ teaspoon ground cinnamon, and ¼–½ teaspoon cayenne; cook 1 minute until fragrant. Add ½ cup water, 1 sliced medium carrot, and 2 cups cauliflower florets; cover and cook 3–4 minutes so they start to soften.

Stir in 1 chopped bell pepper, 1 chopped medium tomato, ½ cup peas, ⅓ cup raisins, and ¾ cup cooked chickpeas. Simmer until the vegetables are just tender, 4–5 minutes, adding a splash of water if the pan dries. Season with salt. Heat the oven to 350°F (175°C).

Butter a baking dish. Spread half the rice, spoon the vegetable mixture over it, then top with the remaining rice. Cover tightly with foil and bake 30 minutes — the steam finishes the rice fluffy and lets the spices perfume every layer.

Fluff gently with a fork, scatter ½ cup roasted cashews on top, and serve hot. You want fluffy layered rice with tender spiced vegetables and sweet raisin bites — not gummy wet rice or dry crunchy grains on top.
