Rinse 1 cup basmati rice until the water runs mostly clear. Heat 1 tablespoon ghee or oil in a saucepan over medium heat. Toast 1 teaspoon cumin seeds until they darken slightly and smell nutty, 20–30 seconds — don't burn them. Add the rice and stir 30 seconds to coat. Pour in 1¾ cups water and ¼ teaspoon salt. Bring to a boil, cover, lower to a bare simmer, and cook 15 minutes. Rest off heat 5 minutes, then fluff — grains should be separate and tender, not wet or crunchy.

Meanwhile, rinse ¾ cup yellow moong or masoor dal. Combine with 2½ cups water and ½ teaspoon turmeric in a pot. Simmer uncovered, stirring occasionally, until soft and almost falling apart, 18–20 minutes. Season with ½ teaspoon salt. Mash a few spoonfuls against the pot for creaminess; add a splash of water if it's thicker than a ladleable dal.

For the tadka: heat the remaining 1 tablespoon ghee in a small pan. Add the remaining ½ teaspoon cumin seeds, 2 sliced garlic cloves, and 1 dried red chili (optional). Cook until the garlic turns light golden and fragrant, 45–60 seconds — pull before it browns bitter. Pour the sizzling tadka over the dal; it should hiss.

Fluff jeera rice into bowls, ladle dal on top, finish with lemon and cilantro. You want fluffy cumin rice with soft, garlicky dal — not gummy rice or undercooked chalky lentils.
