Cut 1½ pounds boneless chicken into bite-size pieces. Toss with 1 tablespoon soy sauce, ½ teaspoon black pepper, and ⅓ cup cornstarch until lightly coated.

Heat 2 tablespoons neutral oil in a large skillet over medium-high. Cook the chicken 5–7 minutes, turning as it browns, until crisp at the edges and 165°F in the thickest pieces. Transfer to a plate.

Whisk ⅓ cup soy sauce, 2 tablespoons honey, 1 tablespoon rice vinegar, 1 tablespoon toasted sesame oil, 1 minced garlic clove, and 1 teaspoon grated ginger. Pour it into the skillet and simmer 2 minutes.

Return the chicken and toss for 1–2 minutes, until shiny and coated. Scatter over 1 tablespoon sesame seeds and 2 sliced scallions. Serve right away while the coating is crisp.
