Whisk the cornstarch and water in a bowl. Add the broth, soy sauce, hoisin, sweet-and-sour sauce, honey, sesame oil, and red pepper flakes, then set the sauce beside the stove.

Cut the chicken into even cubes and season with salt and white pepper. Slice the onion, mince the garlic, and cut the broccoli, celery, peppers, and carrots so they are ready in separate piles.

Heat the peanut oil in a large skillet or wok over medium heat. Cook the onion and garlic for 1 minute, then add the chicken and raise the heat to medium-high. Stir-fry for about 2 minutes, until the outside turns opaque.

Add the broccoli and cook 2–3 minutes. Add the celery, peppers, and carrots and cook 2 minutes more; the vegetables should be bright and still a little crisp.

Pour in the sauce and toss constantly as it bubbles and thickens, about 1–2 minutes. The chicken should reach 165°F and the sauce should cling to the vegetables.

Take the pan off the heat and top with cashews, peanuts, green onions, sesame seeds, or chow mein noodles.
