Whisk the broth, bouillon, soy sauce, onion powder, mustard powder, and thyme in a measuring cup. Slice each chicken breast in half lengthwise, then pound the pieces to about ½ inch thick. Pat dry and season with Italian seasoning, salt, and pepper.

Mix the flour and Parmesan on a plate. Dredge the chicken lightly, shaking off the extra. Heat the oil in a large skillet over medium-high heat and sear the chicken 4–5 minutes per side, until golden and 165°F. Move it to a plate.

Melt the butter over medium-low heat. Add the whole garlic cloves and cook 6–7 minutes, turning them, until soft, lightly golden, and fragrant. Scrape the browned bits from the pan.

Stir in the flour and cook 1–2 minutes. Add the broth mixture in splashes, stirring after each one. Pour in the cream, bring it to a gentle simmer, and cook 4–5 minutes until the sauce coats a spoon.

Stir in the Parmesan if using. Return the chicken and plate juices to the skillet, spoon sauce over the top, and simmer 5 minutes. Check the chicken is hot through, then garnish with parsley.
