Heat oven to 350°F. Line sheets with parchment. Whisk melted butter with both sugars. Beat in egg, yolk, and vanilla.

Sift or whisk flour, cocoa, baking powder, and salt; fold into wet mix until a soft dough forms. Chill 20 minutes if sticky.

Scoop 2-tablespoon mounds, flatten into thick discs about 1/2 inch high. Bake 9–11 minutes until edges set and tops look matte. Cool completely on the sheet.

Melt chocolate chips with 2 tablespoons butter in short microwave bursts, stirring until smooth. Spread over cooled cookies; immediately press on candy chips. Let frosting set 20 minutes.
