Whisk the soy sauce, brown sugar, sesame oil, garlic, ginger, cornstarch, water, and sriracha in a small bowl. Stir until no cornstarch is sitting on the bottom.

Cut the chicken into ½-inch pieces. Slice the broccoli, carrots, pepper, onion, and green onions so the vegetables are ready before the pan heats.

Heat 2 tablespoons oil in a large skillet or wok over medium-high heat. Cook the chicken in a single layer for 5–6 minutes, turning once or twice, until browned and 165°F. Move it to a plate.

Add the remaining oil, carrots, and broccoli. Stir-fry for 2 minutes, then add the pepper and onion for 1–2 minutes more. The vegetables should be bright and still have a little bite.

Stir the sauce again and pour it into the pan with the chicken. Let it bubble for 1–2 minutes, tossing until glossy and hot. Top with green onions and serve over rice.
