    Spread a thin layer of the meat in an 8-inch baking dish. Layer tortillas, more meat, and cheddar, repeating until the dish is full and finishing with cheese.

Ground turkey can replace beef; cook it to 165°F.

Flour tortillas work if that is what you have; the layers will be a little softer.
