Heat a Dutch oven over medium-high and brown the ground beef, breaking it into small bits, 6–8 minutes. Spoon off excess fat if there's a lot pooled in the bottom — leave a little for flavor.

Add the onion and bell pepper and cook until they soften and the onion turns translucent, about 5 minutes. Stir in the garlic, chili powder, cumin, and smoked paprika and cook 30–45 seconds until the spices smell toasty.

Pour in the crushed tomatoes, beans, broth, salt, and pepper. Scrape up anything stuck to the bottom, then bring it to a lively simmer.

Drop the heat so it bubbles gently uncovered 30–40 minutes, stirring every now and then. You're waiting for it to thicken enough that a spoon leaves a brief trail. Taste and add salt or more chili powder if it needs a kick.

Ladle into bowls and top with cheddar and scallions. Leftovers taste even better the next day.
